Only because of some exceptions to the rule, of some people who prefer welfare because of whatever personal reasons, one cannot punish millions of people, who constantly and actively are looking for work but unable to find jobs because of a frozen job market, or because of catastrophic economic and social practical consequences derived from ideological politics and policies, and consequently, from unregulated and abusive free markets.
